Apologies for absence: Mr Bob Phillips Environment Agency Wales Mr Roger Thomas Pembrokeshire County Council Mr Brain Maddocks Pembrokeshire County Council Councillor Sue Perkins Pembroke Dock Town Council 40. Minutes of the last meeting. These had been circulated prior to the meeting and it was proposed by Simon Preddy and seconded by Andrew Johnstone that they be accepted as a true record. All present were in agreement. 41. Matters arising. Ian Jones reported that the abandoned vehicle was still in situ in King Street. Sergeant Mallin form the Police stated that he would make some enquiries and formally inform the County Council that it was abandoned. The Police were also asked to look at problems which were occurring in Park Street Lane where young people (18 24 years of age) were congregating and drinking leaving tyres, broken bottles etc behind. In addition the Dog Warden would be asked to make regular checks of that Lane which was becoming an area for dog faeces. Ian stated that he was still awaiting the revised cleaning schedules from the County Council so he knew what areas within the town were being cleaned at any given time. He still maintained that street cleaning was still not meeting a regular acceptable standard. Hopefully matters will slowly improve. Andrew Lewis stated that he wanted to know if the County Council were going to make any efforts to introduce a business re-cycling scheme. In addition the Chamber of Trade wanted to know if the Council were up to date with regard to the WEE (Waste Electrical and Electronic Equipment) scheme which was coming into force with effect from 15 March which required retailers to take back old electrical items when a new one was being purchased. It was agreed that this would be addressed in AOB. 42. Correspondence. Ian stated that there was no correspondence which he needed to bring to the meeting. There were ongoing issues such as the parking of ferry traffic but he would report back when some progress had been made. 43. Report back on litter pick at London Road Retail Park (8 Jan 2007). Simon stated that the litter pick had been a success even though only a limited number of people had attended. There was good publicity from the local paper and on the Pembroke Dock Website. He pointed out that the retailers had no obligation to keep the shrubbery area free from litter. As far as FOCUS / Do It All were concerned the area was owned by Morbaine Ltd and that company was therefore responsible for keeping it clean. Ian stated that it was now important that we find out what the legal obligations of the retailers were in respect of the shrubbery area was concerned. Their leases / obligations as owners may include responsibility for keeping the area clean. It was agreed Ian would write to Morbaine to clarify the issue. It was again noted that skips on site were often left open to the elements and this of course allowed waste material to be blown around. There was still a belief that this needed to be addressed. The County Council had placed litter bins in the car park to try and reduce the amount of litter being allowed to accumulate in the bushes etc. The group agreed that despite the litter pick the area was again collecting litter faster than it was being collected by the one hour a week set aside by staff from the four stores (Tescos, Focus, McDonalds and Instore). It was decided that enforcement action may be necessary depending upon the reply received from Morbaine Ltd. The County Council were also considering whether to ask for a small picket fence to be erected on the car park side to stop the litter going into the shrubbery. 44. Pembrokeshire County Council Update. The absence of officers from the County Council prevented this matter being discussed although Ian stated that he was to meet with Roger Thomas and Brian Maddocks the following week to discuss the content of this meeting and bring to them any matters we wished to raise. Concern was expressed over the domestic and business rubbish which was allowed to accumulate over the Christmas period. The Town Council had written a letter of protest about the matter and they had been assured that no domestic or business premises would have to wait 13 days for a collection over a holiday period again. It was agreed that better communication with domestic and business premises was the way forward and the County Council had acknowledged this in their reply to the Town Council. It is likely that fliers would be distributed to householders in future about 10 days before the holiday period. 45. Environment Agency Wales Update. Bob Phillips had sent his apologies for the meeting but he was aware of the problem of rubbish at Llanreath which was under investigation. It was suggested that the pictures of the Llanreath problem were now removed from the Website. (1818hrs Councillor Peter Stock left the meeting at this point to attend another meeting) 46. Preparation of a Pembroke Dock Environmental Action Plan. The following issues were raised:- Western Way Car Park and surrounding area. The area off the southern Slipway contained a large number of trolleys which had stuck into the mud. Simon was hoping to speak to the Diving team to see if it was possible for these to be removed. This raised the issue of whether a trolley watch system was in fact working. The removal of trolleys from shops / stores and then being dumped elsewhere in the town was an issue to be addressed. The group agreed to be more active in reporting abandoned trolleys to the stores / businesses concerned. (1822 Sergeant Mallin left the meeting) Fort Road Car Park. Councillor Ron Watts wondered whether a litter pick at this site was appropriate. There was a bust rainwater / sewerage pipe on St. Patricks Hill which was allowing water to escape into the Car park area. It was agreed that the Town Clerk would bring this to the attention of the County Council and the Environment Agency (Wales). Street Cleaning within the town. There was a consensus that street cleaning was still not as good as it should be. Ian reported that he was still awaiting the revised rotas from the County Council. Comment was made about the frequency of the cleaning and the fact that street cleaners needed to follow the refuse collection vans on Mondays and Thursdays to ensure that waste which escaped from the plastic bags was collected. There was a call for a more co-ordinated approach to street cleaning. Once the rotas were available it may be possible to comment on the standard of cleaning after the particular street cleaner had carried out his / her work. Once again there was adverse comment about the failure of the precinct sweeper to operate properly. Ian would bring these matters to the attention of County Council Officials when he met them next week. Drain cleaning. Comment was made about the fact that drain cleaning was apparently not given the attention it should receive. There should be a cyclical cleaning system in place. Ian was asked to bring this to the attention of the County Council. Orange Bag collections. The group believed that businesses had a big part to play in the recycling of packaging etc. There was a belief that the County Council could do more to assist by allowing businesses to make use of the orange bag scheme. Councillor Peter Stock had been made aware of this in the past but there appeared to be little enthusiasm to go further because Pembrokeshire County Council had met its National Assembly Government targets. The matter would be pursued again when Councillor Peter Stock was present. Pavements. The standard of the pavements within the town was generally below expectation. It would appear that there was no rolling programme to upgrade them or to make improvements. The group believed that was a short sighted policy and it may be interesting to see what claims for compensation are being met by the County Council from persons who are injured as the result of damaged or poorly maintained pavements. County Councillor Peter Stock would be asked to comment on the issue at the next meeting. Floral displays within the Town. Ian asked members if they had any ideas as to where additional hanging baskets should be placed this year. He was to meet with representatives from Arriva trains shortly to discuss the siting of some baskets at the rail station. In addition some additional baskets would be erected on the lamp standards in Dimond Street East. Some baskets would be re-located from the top end of Queen Street to Lower Meyrick Street. No other sites were identified by members. Street furniture. A comment was made that all the litter bins in Dimond Street were on one side and that there was no litter bin along Fort Road from the turning into the Old Dockyard to its end at the Car Park. The County Council has already inspected the street furniture within the town and had identified those which needed replacement / repainting. This work would be carried out in the coming months. Ian would bring the observations / concerns to the attention of the County Council Officials. Toilet Facilities for those frequenting cafes / restaurants in the town. This matter had been raised in a past Town Council meeting. Ian would bring the correspondence on this issue to the next meeting so that members were fully informed about the matter. 46. Any Other Business. Andrew Lewis talked about the proposals in the Waste Electrical Electronic Equipment Regulations which come into force in March this year. He explained that the business from whom the purchaser was buying a new product can return the old item for disposal. He understood the Local Authority (in our case the County Council) can then dispose of the items where the retailer is unable to do so. The Legislation is to be enforced from July of this year. He understood that the County Council intended allowing disposal at their various Civic Amenity Sites. The question which the Chamber of Trade wanted answering was can retailers use Civic Amenity Sites because at present they are only available for domestic use. He believed that the County Council or the Environment Agency should have a list of places where the electrical goods could be disposed of and ideally this should appear on the website. It would appear that local authorities in Wales were taking different standpoints on the issue. It was agreed that the matter be raised with Councillor Peter Stock or County Council Officials at the next meeting. Meanwhile Ian would check on the legislation. Simon raised the issues about householders being made aware of their responsibilities when disposing of domestic waste. It was suggested that leaflets be issued at some point of time probably with the next distribution of black bags. He also brought to the Committees attention the fact that Keep Wales Tidy had received money from the Assembly Government to assist with the clearing of fly tipping from private land. In order that this was properly spent the land concerned must have some demonstrable value to the Community i.e. Community Value. Any areas within Pembroke Dock falling into this category should be reported to Simon. 47. Date of Next Meeting. The next meeting would be held on Wednesday 28th March 2007 at 1730hrs (5.30pm). Ian would ensure that the County Council Officials were advised of this date at his meeting with them next week. It was essential that officers from the County Council attended PDEAT meetings if we were to make progress.
